If you’re moving to Rockwall TX and you’ve been discouraged by pricing, I’ve got some good news for you. I found a brand-new neighborhood in Rockwall that starts in the mid-$460s, and that is not something I say lightly. In this area, getting into the newer north Rockwall neighborhoods usually means stepping way up in price. That is why this community stood out immediately.

This neighborhood is called Park Hills, built by Pacesetter Homes, and it sits in a location that is honestly hard to beat. You’re right off I-30 on John King Boulevard, in Rockwall ISD, with a low 1.52% tax rate, no MUD, and no PID. For anyone relocating to Dallas TX but wanting a smaller-city feel near the lake, this is one of the strongest value plays I’ve seen in Rockwall.

The big story here is simple: price plus location. That combo almost never lines up like this in Rockwall.

Introduction to Park Hills, Rockwall TX

Rockwall is not usually the place where you find bargain new construction. It has a strong reputation, a lake lifestyle, great schools, and a lot of demand. Usually, if someone wants newer homes at a lower price point, I end up talking to them about Fate or Royse City. Those areas can absolutely make sense. But a lot of people still want moving to Rockwall TX to be the end goal.

Park Hills changes that conversation.

This community is located before you get into many of the more expensive north Rockwall neighborhoods, which gives it a practical advantage. You are close to the freeway, close to shopping, and better positioned for a commute into Dallas. That matters more than people realize. Being in Rockwall is great. Being in Rockwall and conveniently near I-30 is even better.

There are expected to be around 188 homes in the community, and even before the model home officially opened, roughly a third of the lots were already sold. That tells you the market sees what this is.

And yes, when a neighborhood starts moving like that, builders tend to raise prices. That’s just how it goes.

Why Park Hills’ Location in Rockwall Works

Location is where this neighborhood really punches above its weight.

  • Right off I-30 on John King Boulevard
  • In Rockwall ISD, which is A-rated
  • Near Costco, In-N-Out, Whataburger, restaurants, and shopping
  • Close to Dallas for commuters
  • Next door to Harry Myers Park, one of Rockwall’s biggest recreation assets

If you’re moving to Rockwall TX, this kind of placement checks a lot of boxes. You’re not buried deep into a neighborhood maze. You’re not pushed way east just to hit a lower budget. You’re still in Rockwall, still in the mix, and still close to the things people actually use every week.

That’s a big reason I think this neighborhood is getting discovered so quickly.

Low Taxes and No District Fees in Park Hills

When people first shop for new construction, they often focus only on base price. That’s understandable, but monthly cost matters just as much. Park Hills stands out because it combines lower entry pricing with a 1.52% tax rate, which is very competitive for the area.

On top of that, you’re not dealing with:

  • No MUD
  • No PID

That can make a meaningful difference in affordability over time.

So if you’re moving to Rockwall TX and trying to stay realistic on monthly payments, Park Hills deserves a close look. A lower tax rate in a desirable location is not something I’d call normal around here.

Park Hills Amenities in Rockwall

This is not the kind of master-planned community that wins you over with an endless list of internal amenities. And honestly, that is part of how they keep pricing more attractive.

Inside the neighborhood, the plan includes:

  • A children’s playground
  • Walking trails

That’s not a huge amenity package, but here’s the tradeoff that makes it work: Harry Myers Park is basically right next door.

That park is Rockwall’s main city park, and it gives you access to a lot of the recreation people want without paying for a giant HOA amenity package inside the neighborhood.

At or around Harry Myers Park, you have access to things like:

  • A public pool
  • Baseball fields
  • Kayaking
  • Pickleball
  • Concerts and community events
  • Open family recreation space

So if your first thought is, “This neighborhood doesn’t have its own pool,” the real answer is that the area still gives you one nearby. And you are not paying for a giant internal amenity package just to use it.

Pacesetter Homes Pricing in Park Hills

Here’s the part that gets everyone’s attention.

The lowest entry point starts around $466,900. For Rockwall, especially newer Rockwall, that is unusual. The largest plans discussed go into the low-to-mid $600s, and even there, the value still looks strong compared to a lot of competing neighborhoods.

My general takeaway on pricing in Park Hills is this:

  • Entry-level build pricing starts in the $460s
  • Many plans land in the $470s to low $500s before upgrades
  • Larger plans push into the mid-$500s and low $600s
  • Estimated structural and design add-ons are often around 7%, which is lower than some builders that tack on 10% to 15%

Now let’s be real about builder pricing. The base price is the “get in the door” number. Some of the photos and model features people love are optional. Things like fireplaces, extended patios, vaulted family rooms, extra bedrooms, deluxe primary baths, islands in certain plans, and media rooms may cost more.

That doesn’t mean the pricing is misleading. It just means you need to understand what comes standard and what does not. I always prefer being blunt about that rather than pretending every pretty photo is included.

Entry-Level and Mid-Range Floor Plans in Park Hills

Pacesetter had 14 floor plans available in Park Hills at the time, which gives buyers a solid range. Here are some of the more notable ones.

The Addison

Starting around $466,900, this is the plan that really turns heads because it opens the door to Rockwall at a price point that usually sends people farther east. It is roughly 2,449 square feet, with 4 bedrooms, 3 baths, 1 story, and a 2-car garage. There may be an option to add a third-car garage depending on lot and configuration.

Highlights include:

  • Deluxe kitchen
  • Game room
  • Private study
  • Open family room
  • Optional fireplace
  • Optional extended covered patio
  • Optional kitchen island

 

The Rockwall

Yes, there is a floor plan called The Rockwall, and it starts around $473,900. It comes in around 2,345 square feet, with 4 bedrooms, 3 baths, 1 story, and a 2-car garage.

This one is attractive for buyers who want a clean one-story layout with options to personalize it, including:

  • Optional home office
  • Optional extended patio
  • Optional vaulted family room
  • Optional media room
  • Optional fifth bedroom and bath
  • Optional deluxe primary bath
  • Optional fireplace

If you wanted to keep it fairly basic, adding around 7% for selections is a realistic rule of thumb. If you want to really dress it up, the total moves higher pretty quickly. Still, by Rockwall standards, it remains very competitive.

The Southlake

Starting around $491,900, this plan runs about 2,261 to 2,265 square feet, with 3 bedrooms, 2 baths, 1 story, and a 2-car garage. It’s a good fit for someone who wants nice design without needing the biggest house in the neighborhood.

The Garland

Starting around $493,900, the Garland gives you 4 bedrooms, 2.5 baths, about 2,816 square feet, and a 2-story layout. It is a strong option for households that want more room without jumping too aggressively in price.

The Grapevine 2

Starting around $504,900, the Grapevine 2 offers 4 bedrooms, 3 baths, about 2,713 to 2,726 square feet, and a 2-story layout. This one includes a dining area, covered patio, game room, and those taller ceilings a lot of buyers want.

Standout Floor Plans in Park Hills, Rockwall

A few plans rose above the rest for me because they brought a lot of house for the money.

The Richardson

This was one of my favorites. It starts around $511,900 and gives you roughly 3,000 square feet in Rockwall. That sentence alone is unusual enough to stop on. Depending on final configuration, this one can push larger with added options.

What stood out:

  • Very open-concept layout
  • Primary suite downstairs
  • Office space
  • Additional downstairs bedroom
  • Upstairs flex room
  • Media room
  • Great family layout

If you are moving to Rockwall TX and want room to spread out without immediately entering luxury-home pricing, this is a serious contender.

The Westbury

The Westbury, starting around $534,900, looked fantastic. It offers about 3,176 square feet, 4 bedrooms, 3 baths, and a 2-story layout. This is where you start getting that dramatic staircase, the tall ceilings, and a more upscale feel while still sitting in a price bracket that is surprisingly reasonable for Rockwall.

The Driscoll

If open concept is your thing, the Driscoll is the one to remember. Starting around $596,900, it gives you roughly 3,156 to 3,257 square feet, 4 bedrooms, 3 baths, and a 3-car garage.

This is the plan with the big open feel, impressive staircase, and lots of room to breathe. It is the kind of house where the common spaces really make a statement.

The Valencia And Preston

For buyers wanting larger family homes, the Preston and Valencia both start around $621,900. The Preston is a larger two-story option, while the Valencia gives you a big one-story layout of about 3,200 square feet with a 3-car garage.

If you want a large single-story home in Rockwall, that Valencia plan deserves a hard look.

Pacesetter Quality in Park Hills Homes

Because the Park Hills model was not yet open, I looked at another nearby Pacesetter model to show what the builder is capable of. The example home was larger than what Park Hills tops out at, but it gave a strong sense of finishes, layout, and design style.

A few things stood out:

  • Lots of windows and strong natural light
  • Open living spaces
  • Big islands and functional kitchens
  • Farmhouse-inspired design touches in some elevations and interiors
  • Good bedroom separation
  • Bathrooms attached to multiple bedrooms in certain plans
  • Wide staircases and spacious upstairs game or media areas

One feature I always appreciate is when a home feels comfortable, not just impressive. This builder seems to balance those two pretty well. The homes look good, but they also feel livable.

Lot Sizes, Greenbelt Lots, And Pool Potential in Park Hills

If you care about your lot as much as the house, this part matters.

There were greenbelt lots available when this neighborhood first launched, but they were going fast. Lot widths included options around 52, 62, and 72 feet, with many lots around 120 feet deep.

For buyers thinking about a pool, that wider lot width and depth become important. There are also some deeper lots available in the early phases, which can help if you want more backyard flexibility.

As always, not every lot works equally well for every plan. If you want a pool, a third-car garage, or a specific orientation, it pays to match the lot and plan carefully instead of choosing in a rush.

Quick Move-In Homes in Park Hills, Rockwall

Not everybody wants to build from scratch. If your timeline for moving to Rockwall TX is shorter, Park Hills also had some quick move-in options available.

Examples included homes around:

  • $499,990
  • $524,990
  • $609,990

Those homes ranged from attractive one-story and two-story layouts up into more upgraded inventory homes. Quick move-ins can be a great answer if you need to be in Rockwall by summer or simply do not want to wait through a full build timeline.

And here’s the other reason I think these are compelling: at some of those prices, you are bumping up against resale homes in Rockwall anyway. If the price is similar, getting a brand-new home with a warranty can be the smarter move.

What It’s Really Like Living In Rockwall TX

If you’ve never spent much time here, Rockwall has a feel that is hard to fake. People are friendly. Neighbors tend to say hello. Conversations at stores still happen. It has that small-town Texas energy, but with enough polish and growth to keep it practical.

And then there is the lake.

Lake Ray Hubbard is a major part of why people love Rockwall. You’ve got marinas, boating, sunset views, and the Harbor District with restaurants right on the water. In winter, the Harbor puts up an ice skating rink. There are sunset cruises, events, and just a generally fun atmosphere.

For many people relocating to Dallas TX, Rockwall offers a different quality of life than some of the busier suburban pockets west of the lake. You still have access to Dallas, but you get more personality, more water lifestyle, and a friendlier everyday rhythm.

Who Park Hills Is Best For

This neighborhood is not for everyone, and that’s okay. But it fits several buyer types extremely well.

  • Buyers who want to be in Rockwall without spending north Rockwall luxury prices
  • Families who prioritize schools and location over flashy internal amenities
  • Commuters who want easier I-30 access
  • Retirees who still want room for kids and grandkids to visit
  • Buyers choosing between Rockwall and farther east cities like Fate or Royse City

If your budget is tight by Rockwall standards but you still want a new build, this is exactly the kind of neighborhood worth jumping on early.

Final Thoughts On Moving To Rockwall TX And Park Hills

I don’t throw around “best deal” casually, but Park Hills earned that language. A new construction community in Rockwall starting in the mid-$460s, with a low tax rate, no MUD or PID, good schools, and strong access to parks, shopping, and I-30, is not normal.

That doesn’t mean every plan will stay at the lowest advertised price once you start selecting upgrades. It does mean the value base is unusually strong.

If you are moving to Rockwall TX and want the best bang for your buck, this is one of the first neighborhoods I’d put on the list. The lots were already selling fast before the model was even open, and that tells you plenty.

Rockwall is a special place. When a neighborhood gives you a realistic shot to get in at a lower price point without giving up the Rockwall lifestyle, it deserves attention.
